Administrative case handling is one of the very important operation tasks in the daily business of public security systems, involving a lot of administrative legal provision inquiry and legal documents management. In the past, with the legal documents in multiple filled out by investigators manually, there are phenomenon of incorrect, missing, difficult-identified filling, even "YinYang Administrative Penalty Decision Letter (the same Decision Letter with different versions)".With the wide use of information technology and network technology in the work of public security, it is imminent to apply computers to handle the information entry, storage, query and legal document management for public security administrative cases. In line with the business needs, there is an urgent need to develop a document management system of public security administrative penalty letters, which can adapt to the internal conditions of the public security systems so as to improve the efficiency and quality of case handling.Based on the "public security administrative penalty document management system" project of Public Security Bureau of Nanchang West Lake district, the paper is to achieve the function of information input, storage, query of the violators (units) in the implementation of public security administrative cases and final legal instruments generation. By focusing on the user interface front and back-end database design, together with traffic control and approval authority control, the paper attempts to achieve a fast, convenient, reasonable and standard public security administrative penalty document management system.Here is what the paper will emphasize:Firstly, according to the "PRC Public Security Administration Punishment Law,""public security organs for administrative cases procedural requirements" and other relevant laws and administrative regulations, the paper will analyze and study the handling procedures, penalty business logic, and the approval authority in public security administrative cases, and propose relevant operation processes.Secondly, the paper tries to analyze the relevant legal documents, study the principle and characteristics of the content as well as the association between the content modules, to establish the corresponding database.Thirdly, according to the "public security administrative legal documents (style)" provisions, the paper will make the specification of relevant legal instruments, to realize the automatic generation of administrative documents.Finally, the paper will provide the overall design of the public security administrative penalty document management system, including database design, the main interface and module design and program implementation.The system has now been completed and put into use with favorable results.
