The civil air defense alarm bears the mission of organizing people to avoid theenemy’s combat by broadcasting the enemy air attack signal before hand to people intime of war. Meanwhile, it is an effective mean in broadcasting the disaster andaccident information by the government during the peaceful time. So, the airdenfense alarm’s construction and development is closely linked to people’s livingand national stability development. The existing civil air defense alarm controllersare big volume, depend on main power and have mechanical components, which areinsufficient to cope with the future high-tech war in reliability and anti-destroyingperformances. In order to adapt to the future high-tech war, the national defensesecurity business put forward higher request to civil air denfense alarm controller invarious performance.This paper designs an electroacoustic air defense alarm controller based onARM9. Hardware circuit part including minimum ARM9system, electroacousticalarm module, wireless data transmission module interface circuit and external audiopower amplifier interface, etc; The Linux2.6operating system which is suitable forthe design after cutting is embedded in the software which can realize complexfunction by scheduling; The two power supply modes of supply mains and batterycan be switched freely. For the problems that a battery as backup power is short lifeand low reliability in the process of using, the battery SOC monitoring model isdesigned based on RBF neural network, which can real-time monitor the workingstate of the battery, preventing overcharge in the work. Simulation results prove therationality of the model used for battery SOC value monitoring.In this paper, the electroacoustic air defense alarm controller has small volume,easy to move, high reliability and strong anti-destroying ability, which bothimplements the mobile alarm lumped to used as alarm terminal, greatly reduce theprobability of destroyed by the enemy, which make up for the shortcomings of the existing alarm controller to some extent.
