Long term evolution (LTE) is a global wireless access technology based on3GPP protocol standard, because of its high transmission bandwidth, multi-service support capability and flexible networking mode, so that it has become a hot research issue in communication field.3GPP LTE’s goal is to provide the most mobile communication service quality for the world telecom industry, In order to achieve this goal, the LTE standard protocol of the guiding ideology is the use of3GPP in the definition of mobile communication system, especially the advantage of wireless interface protocol, based on the developed "4G " mobile communication system. The handover process is one of the most important processes in the mobile communication, the most complex, it is responsible for keeping the terminal equipment within the network continuously connected, relates to the information interaction more network elements, completeness and handover effect of handover function directly affects the quality of service provided to the user.In the LTE system, HandOver to ensure that the user’s mobility is one of the important features and key characteristics, is the call processing flow is the most key process, in order to make the users services with good in the communication process of LTE, improve the handover success rate and quality, has the vital significance.In this paper, The Connection mobility control module in high-level RRM of LTE system has been studied. Firstly, we studied the integral process of change operation in LTE system, which includes the changing measure and changing judgment, and analyzed the control algorithm of changing measure in details. Secondly, a developed changing judgment algorithm has been proposed in Section4. As current changing judgment algorithms considering the signal quality as the judgment triggering only, some limits may found in these algorithms. Our developed Changing judgment algorithm was proposed based on the popular LTE protocol’s changing judgment algorithm, which are applied in most wireless devices manufactures. In order to deal with the ping pong effect, the ping pong changing monitor has been contained in this algorithm, which can decrease the ping pong changing’s frequency and thus improve the success rate of user’ changing. After all, a LTE system simulation platform based on eclipse has been designed to construct the RRM function class of LTE empty protocol. This class can realize the simulation of changing process and test the proposed optimization algorithm.
