In recent years, the information system has been widely applied in hydrological monitoring. As a pioneer of the water conservancy, hydrological monitoring system plays an important role in the technical support for flood control and drought relief work. Water conservancy develops through advanced information technology, modern communication and computer network. Now the full development and application of water related information resources can be applied directly to the flood and drought disaster reduction, and also be implemented in the whole distribution of water resources, like the development, distribution and protection of water resources. It is a benefit for the overall management and protection of water environment, and also be implemented in the management decision service.Distributed hydrological monitoring system uses the idea of distributed load-balancers to solve the difficulty of high concurrency at same time when transmitting figures, and it aims at reaching high concurrency and low delay. The article aims to do the research from distributed layout of hydrological monitoring system, software of distributed load-balancers and the optimization of single node server software. Firstly, the article takes the study into the distributed layout strategy of the monitoring system. The system separates the operation modules with distributed layouts as they operate with different services and different working load. Secondly, the article designs the single load and distributed load-balancers. The stand-alone server tackle the pressure of high concurrency by using IOCP communication mode, while the distributed load-balancers completes the data load information collection, load placement and load strategy as a function. It is responsible to forward the customer requirements to the most appropriate database according to the loading condition and load balancing strategy. The article finally takes a series of experiment to prove the idea.The model of distributed hydrological monitoring system uses the idea of distributed load-balancers processing mode. The experiment shows that the system is able to handle huge data processing and that means it is a feasible idea with strong capability in data processing.
