With the speeding up of urbanization, the traffic safety problems has become the problems that people are concerned about. Under the background that the traffic monitoring technology increasingly grows mature and intelligent transportation technology develops rapidly, how to capture video surveillance images effectively has become an important performance index of monitoring system. All kinds of traffic violations are involved in the illegal act of traffic control, meanwhile, the traffic monitoring system is aimed at judging the illegal behaviors and record them. Vehicle tracking and license plate location technology are sharply emerged at the requirements of the illegal evidence. As the one-piece traffic surveillance cameras spread widely, t he higher performance of the camera is also required. How to ensure the traffic surveillance cameras image adaptively in the complex situation is becoming an important research content of traffic monitoring system, and also has important theoretical significance and practical value at the same time.The paper in view of the problems that traffic surveillance cameras is not able to set video real-time effective parameters when traffic offence occurs, we propose an algorithm in video imaging parameters setting that based on vehicle tracking and license plate location, and then is applied to the video monitoring system. The main work is as follows:1. In the normal conditions without car passing by, and the video monitor screen is quite stable, and then the effect of video monitoring is improved through calculating and setting values of the parameters. Finally, we use MATLAB BP neural network algorithm to verify its effectiveness through.2. In the situation with vehicles passed by, but the vehicle license plate is not tracked completely (such as license plate is not clear or block of the plate), we can get the video parameters of the vehicle area through, and this value will be setted as the effective value of parameter and; if the license plate could be located in the video, then use the improved algorithm of the vehicle tracking to calculate video parameter and the parameter is passed to the video camera.3. Propose an algorithm for the video traffic monitoring system evaluation that used to assess the effectiveness of the video parameters. The result is validated through computer simulation.4. Design and realize a set of video monitoring system, the designed system could set video parameters adaptively based on the actual effect in video surveillance images. Execution of the system has been validated through the demonstration of the system.
