Computer and wireless network technology plays an important role in the digital information progression of forest resource management and forest-fire prevention. In recent years, computer and wireless network technology has been developing so fast that it demonstrates significant advantages and great potential. In practical use, it provides strong support for the construction of digital information in the forestry section. In addition, with its continuous development, Military C4ISR architecture has shown outstanding advantages of military information construction in various countries and has been widely adopted. Therefore, this thesis tries to innovatively apply the military C4ISR architecture into forest fire recognition system, and to solve the problems appeared in the Forest Administrations (Forestry Sector, Forest Public Security Departments, and Forest Fire Departments), like each department cannot acquire the full information, share information, and have the same information. Thus, this thesis tries to develop and realize the Unified Management Platform under the C4ISR architecture to identify forest fire monitoring, alarming, dispatching and other functions.This thesis mainly concerns the following points:(1) It traces and analyzes the current situation of domestic and international forest fires by using C4ISR architecture based on the daily management to realize the collaborating fire protection system of forest-fire detection, alarming and command scheduling. It extends and enhances the existing fire system as to make up the defect of less-information, establishes the mapping of data link among three systems, guarantees the real-time and stability of data. At the same time, using3S technology to actualize real-time tracking and positioning of forest-fire team, forest rangers and the forest public security officers; And using the digital elevation (DEM) and remote sensing (or aerial photographing) data stack to simulate real scene as in three-dimensional environment, thus to provide direct3D spatial reference for the commander and therefore improve real-time and scientificalness.(2) During the monitoring process, using high performance monitoring video camera to record and save the images of the forests. If fires break out, the dynamic features will be analyzed. The flame area change, the changes of roundness and closed angles’ numbers will be selected. Then using some classification methods (such as BP neural network, SVM) to detect the forest-fire quickly, and the location will be seen on a terminal device, and alarming will be given. This will provide direct data reference for the site monitoring personnel, and improve the recognition rate and timeliness to greatly reduce the possibility of fire spread.(3) Because this system contains a lot of information technologies—GIS technology, video information technology, wireless network technology and embedded technology—which are all independent disciplines, and in order to apply those technologies to establish a stable forest-fire recognition system which is based on the C4ISR system architecture, we use image processing technology, develop forest-fire recognition module, and combined with GIS, RS, GPS technologies to locate the fire, then use the alarm system and scheduling module to produce the fire alarm and emergency plan.(4) Testing on this system architecture. Based on Forest fire recognition technology, with C4ISR system which can quickly search and reconnoiter the information, we examine and read the information provided by on-site real-time monitoring, and confirm the situation, start contingency plans quickly, and command firefighting. Thus a series of monitoring, warning, and dispatching work will be done efficiently. In this thesis, C4ISR system is a combination of all kinds of multi-dimensional and multi-level systems. Namely, based on forest fire recognition technology, it can bring a lot of information together to the unified operating platform, then manages and distributes them quickly. It mainly accomplishes the task of collecting and distributing information and finally helps to extinct fires quickly.In summary, this thesis borrows the innovation of the military C4ISR architecture and puts it into use—preventing forest fire. The innovation embodied in the high-efficiency computer image processing technology and network technology, satellites and3G communication network, GIS technology, GPS technology constituting a commanding platform which monitors fires, gives alarms and dispatching. Thus, forestry departments can obtain the information about the forest-fire in the first time, and achieve goals of extinguishing fires early and timely.
