With the intensifying attention on energy-saving and emission reduction in China,the arrival of high oil price time, and the more intensive competition in aviation industry,the cost pressure of airlines is growing. In order to achieve the target of fine costmanagement, it is necessary to optimize the airlines cost structure through business andinformation strategy. Meanwhile, current QAR system can completely record variousimportant data in the whole course of flight operation and becomes the significant datasource of the airlines. The common data share platform can be established on the basisof QAR data source to achieve the multi-dimensional management on operation costand data. It has become an important method and urgent demand with which the airlinesare able to face with the challenges and take the opportunities.By analyzing and studying the current condition and business requirements ofSichuan Airlines, a Flight Data (Fuel-Saving) Management System was designed. Byestablishing the flight data platform to collect and utilize QAR data source, the systemmatches the QAR data to the FOC flight information, combines QAR, flight dynamicsand flight plans and provides abnormal data detecting and basic system management.Basic data was introduced, which made the system boundary explicit and accurate. Onthe basis of QAR data platform, several subsystems were designed, including APMperformance monitoring system, flight information analyzing system and fuel-savingawarding and penalty system. By using underlying data and platform, each subsystemwas built correlatively, and was combined with the current information system. Inconsequence, the system has a loosely-coupled, highly-cohesive structure, providinginformation services for flight plan monitoring. The UI layer provides statistical reportforms, statistical graphics, trend curve and two-dimensional graphics to present data. Itprovides decision making assistance intuitively and accurately for analysis, evaluationand statistics.During the designing and implementation process of this system, the SOA designconcept was introduced to complete the designing of system framework and functionmodule division. It improved the reusability and extensibility of the system. ORACLE database was adopted to handle voluminous chunks of data. By using the2D graphicsengine Map2D, the system is able to display the data from different angles, which cando efficient analyzing and assessment work..NET Framework was used as thedevelopment platform while PowerBuilder was adopted as development kits and C#was applied as the development language. The object-oriented method and variousdesign patterns were used to design procedure. Currently, the system has been put intooperation and achieved remarkable result, which created economic benefit for thecompany.
