As China’s social and economic development, extensive mode of development ofthe evils has seriously affected China’s economic and social development, especially inwaste of resources and environmental pollution has become an urgent problem. Atpresent, China’s accelerating economic restructuring, energy consumption has putforward higher requirements, the level of energy efficiency will have a direct impact onChina’s economic and social development, not only for our country’s macroeconomicpolicy impact on people’s lives but also caused a direct impact on the environment. Forthe waste of resources, the State proposed and developed a basic national policy onenergy conservation, the State Council, the energy saving as macro economic structureof the important means. Performance Management platform through computertechnology as the relevant government departments, to provide reliable, consistentenergy measurement data in order to resolve the current energy consumption data is notaccurate, timely, chaotic management problems in order to promote energy conservationcurrent implementation.In the current performance management platform, due to energy unit management,production process, technical solutions, such as different, leading to platform tocollect data can not be unified computing, computational complexity is greatlyincreased, and occupies a lot of resources to performance management caused a verybig inconvenience. Energy measurement data for the current platform to collect data notunified, this paper based information management platform at home and abroad on thebasis of research. System development based on J2EE B/S structure, using MVCdevelopment model for component-based development, to establish a commonplatform for metering data to meet the government ’s control of the enterprise. In thissystem, the application layer, using Struts2, hibernate, spring and EXTJS technologysuch frameworks. In energy efficiency testing, the data volume will be very large, sothe system will use an Oracle database as a support. This system will be mainly for dataacquisition interface, power monitoring and management, energy efficiency analysisand management, statistical analysis and management, system management andassessment management and other functional modules.The system is completed, will form a common platform for energy measurement data, governments and businesses can use this platform for statistical analysis onperformance. System to collect data through the interface, and then according todifferent needs, for statistical analysis, visual display to managers, thereby enhancingenergy metering supervision and management, improve energy efficiency and energymanagement level, governments at all levels and relevant departments to implementenergy, energy statistical monitoring to provide an accurate basis. In this system, theimplementation process, data transmission is a difficult study this system, the means bywhich companies can put all energy consumption data accurately and quickly collectedinto the system, is the focus of future work..
