System development based on J2EE B/S structure, using MVCdevelopment model for component-based development, to establish a commonplatform for metering data to meet the government ’s control of the enterprise. In thissystem, the application layer, using Struts2, hibernate, spring and EXTJS technologysuch frameworks. In energy efficiency testing, the data volume will be very large, sothe system will use an Oracle database as a support. This system will be mainly for dataacquisition interface, power monitoring and management, energy efficiency analysisand management, statistical analysis and management, system management andassessment management and other functional modules.The system is completed, will form a common platform for energy measurement data, governments and businesses can use this platform for statistical analysis onperformance. System to collect data through the interface, and then according todifferent needs, for statistical analysis, visual display to managers, thereby enhancingenergy metering supervision and management, improve energy efficiency and energymanagement level, governments at all levels and relevant departments to implementenergy, energy statistical monitoring to provide an accurate basis.
