Abstract/Summary:
Accelerating the implementation of E-government-affair projects and achievinggovernment informatization firstly have become urgent requirements of economic andsocial development in China, with the development of economy and informationtechnology. In order to improve the level of scientific decision-making and managementabilities of Municipal People’s Congress organs and better perform the functions andpowers authorized by the Constitution, the government decided to developinformatization systems. The ultimate goal of this system is using advancedtechnologies such as computers and networks to establish a platform which is not onlyconsistent with privacy security requirement, reasonable architecture and full systemfunction, but also acts as the roles both E-Government application and informationresource integration, for the purpose of supporting its core business information.Combining with the implementation of e-government affairs, this thesis mainlyfocused on the “Information Repository” function of this system, and conducted itsdesign and development in detail which contains “information repository settingmodule” and “information repository query module”. Main study contents are asfollows:1. The issue of data’s privacy security. Joint the front and database, an encryptionmethod was proposed. Using the algorithm such as MD5and SHA to filter theinformation needs to be encrypted, or encrypts and manages sensitive and confidentialdata within the system, the Government’s administrative information in transit will notbe invasive and illegal interception then its security level was enhanced.2. Presented by Oracle10G database system, the tables and fields can be optimized.Through assigning appropriate indexes, dividing large data tables and coordinating withsome techniques to solve the stability under the pressure of high access, such asconnection pooling and transaction management, system’s robustness in data processinghas been significantly improved.3. The intelligent inquiry system of information. A scheme which provides system’sresources to users under the control of permissions available to retrieve and generatecorresponding reports was proposed. Adopting dynamic queries and content retrieval,Excel reports could be printed with the aid of POI tool, while users’ diversity requirements to inquiry to system resources and detailed information could be solved aswell.This system verified the feasibility of the design framework in this paper matchingup with high-performance database. Moreover, it cannot be only an essential solution tofragmentation and electronic issues in E-Government daily official business work forBeijing Municipal People’s Congress, not also makes all business units support eachother to complete jobs. The involved information are safe and reliable, and all businessdocuments can be formed to detailed reports and archiving, so that this system laid thefoundation to improve in future.
