A bigchange is achieved from free education to education fees, from elite education tomass education, especially in the enrollment form, charging system, etc. In theprocess of change, how to make poor students to enjoy the fair and equitable supportof national policy, how to enjoy a variety of subsidies and scholarship system, howto enjoy fair equality of all work-study opportunities, that is always focus and corepoints of reform process.
