For many years, the summative assessment scores at the end of terms are the mainevaluation point in most of curriculum evaluation system in colleges and universities in China.And these scores are taken as the main evaluation foundation to test students’ knowledgelevel.Education Promotion Plan of Action for the21st Century in China points out collegesand universities should track the leading edge of the international academic development andbecome the base of cultivating creative the knowledge innovation and higher-level talents andpay attention to cultivate the spirit of unity, cooperation and dedication of these talents. At thesame time, this play suggest promoting actively the teaching reform of colleges anduniversities, including education thought, idea, content and method. As a result, reforming thecurrent talent assessment model becomes a major problem to be solved confronting thecolleges and universities. And the formative assessment aimed at improving assessments ismore important to cultivate higher-level talents.At present, the application of formative assessment is implemented most in the OpenUniversity distance education system at home and abroad. There are few practices andapplications in ordinary days examining system of undergraduate education in colleges anduniversities across the country. And reference literatures are also rare. The formativeassessment process is composed of student attendances, assignments, scores in stage test andscores in integrated test at the end of terms. It is well worth to try whether the formativeassessment can break out the traditional talents assessment model, make full use of technicalconditions of the computer network, create a scientific and rational assessment managementplatform, strengthen the cultivation of comprehensive ability of the students’ learningmotivation and form a systematic and efficient teaching quality guarantee system.This study is based on "people-oriented" educational concept, targeted at training highlyqualified talents, trying to break through the normal end of the traditionalexamination-oriented education in colleges and universities. By using of the.NET platform,this study has built an online formative assessment system with B/S mode. The main designthought of this assessment system is dividing the will whole assessment system into two parts, that is, user exchange platform and the teaching assessment platform. The function of the userexchange platform includes bridging teachers and students, increasing interactive waysbetween students and teachers, providing rich teaching reference resources for students,providing convenient of conditions for students’ independent learning and providing theessential base to perfect the formative assessment system. The teaching platform isimplemented mainly using existing network technology. It takes the performance appraisalstage management and joins links of the online tests, job evaluation and performance analysis.It breaks the traditional paper evaluation methods. It makes the comprehensive evaluation onstudents ’ ability becoming more objective and results of statistical analysis more persuasive.The combining of the user exchange platform and teaching assessment platform makes thewhole system is just a independent of assessment system, but joins large of students element.It provides a necessary reference and strong guarantees for improving and perfecting theteaching system followed up. It also provides real reference for the work of selecting excellentstudents in the student management sector. And it fully reflects the principle of open, just andfair in the teaching assessment process.This system has been used in the software school of our institute for three terms. Thefeedback on the application of the system is positive from both teachers and students. It playssome reference role in proving the online formative assessment system has haven practiceeffects in the college talent assessment system and provides a strong reference for thefeasibility application of the formative assessment on students in ordinary higher educationinstitutes.
