With wide applications and remarkable achievements of information technology in variousindustries, e-government is becoming considerably essential mean to improve the quality ofgovernment services and the efficiency of office. But the construction of e-government in Chinais still in its infancy. We all lack building experience and unified management, which makes thecost of the infrastructure investment become huge and further makes the resources not be fullyutilized. Because of high maintenance cost and delayed updates of the system, the constructionof e-government cannot get the actual applications.Cloud computing has been a gradual transition to the practical stage from the initial conceptstage. Many IT companies have launched their cloud computing services platform. And alsothere are some open source cloud computing platform frameworks that allow users to buildprivate cloud platform according to their functional requirements which becomes more targetedand flexible. Private cloud platform not only makes hardware resources integration and used ondemand, but it also has good scalability and maintainability. It is just because of the private cloudplatformthat the core of e-government system migrates from desktop to network, and we sharecomputing resource and transmit information with the medium of network. It achievesinformation interchange and department cooperation. Cloud computing model reduces hardwarerequirements of the server and user terminal, and improves the usability of the system, whichhelps reduce the cost of the construction of government information, and improves the efficiencyof governmental work. The government become open and allows information to be transparentwith the e-government system.This paper builds a private cloud platform based on Hadoop framework. We buildse-government portal website based on Liferay Portal using J2EE as development platform, withMySQL for the backend database. There are a series of website functions to be designed andimplemented, including government announcement, mail systems, cloud network disk, workflow,collaboration office functions and others.Firstly, this paper discusses the development background and status of e-government.According to the specific transactions and operational procedures of government jobs, weanalysis the e-government system needs from both functional requirements and non-functionalrequirements. By choosing UML as the analysis and design language, we elaborate each function module with usecase-diagram. And secondly we design structure of system based on requirementanalysis, including system function structure, logical structure, network deployment anddatabases. The following is the introduction of all system functions’ detailed design andrealization method. Finally we summarize the improvement direction of the e-governmentsystem.
