Refined-oil as an important strategic commodity is related to the nationaleconomy development and People’s Daily life. Along with the refined-oil marketin our country developing fast, the role of the refined-oil distribution in refined-oil sales link will be more and more important. Secondary distribution is animportant part of oil products distribution system, but it is also the most closelycontacts with the customer and have a very important impact on product sales.Refined-oil secondary distribution is located in the end of supply chain, topromote the efficiency of enterprise logistics distribution, lower operating costs,increase service level, etc has a vital role. Today, although our country productoil secondary distribution optimization work has made remarkable achievementafter years of development, but compared with western developed countries,there are still large gaps. From the perspective of the status quo of optimizationwork, there are still large optimization potential. Therefore, stress the study ofproduct oil secondary distribution route optimization work, to promote China’srefined oil enterprise, especially for private oil products sales enterprise logisticscompetitiveness and service level has great practical significance and theoreticalvalue.In order to improve refined-oil sales enterprise secondary distributionservice ability and level, in this paper, the distribution vehicle routing problemcarried on the thorough research of the system. Appeared in the process ofsecondary distribution capacity of waste problem, the problem such as theshortage problem of path planning, damage to the goods, not only can greatlyaffect the enterprise to promote the efficiency of distribution, but also bring moreheavy cost burden to the enterprise impact on logistics service level. In order toeffectively deal with these problems, this paper comprehensive domestic and foreign research present situation, based on the logistics distribution relatedtheory, a comprehensive and systematic, the author introduces the characteristicsof product oil secondary distribution, constructing the basic VRP model ofproduct oil secondary distribution, and comprehensively introduces and comparesthe domestic and foreign various common algorithm, finally according to thestandard, applicability adopted a C-W algorithm for saving, and aiming at theexisting problem of algorithm and the differences between and practicalapplication, the model is improved. Finally, by selecting the WH oil companycase, optimized design verification, the results show that the optimizeddistribution of path planning, the distribution range, delivery time, shipping costand utilised, carrier rate and service levels are evident in the ascension. Therefore,the study has stronger practicability and feasibility.
