With the growing surge of new businesses and web applications, traditional Internet architecture gradually revealed its shortcomings. Accordingly, various countries actively carry out research of the future Internet architecture. Simultaneously, network resource management and control technology as one of the key technology in the research, has been widespread concern in the academic community.This study relies on the national973project "long term fundamental research on smart and cooperative network". The project proposes a network architecture called smart and cooperative network, which can effectively solve the shortcomings of traditional Internet architecture, such as low resource utilization and high energy consumption. This paper focuses on the resource management technology of network component layer, designs and implements resource management and control interface of network components. By reasonable classification, intelligent monitoring and efficient management of network resources, the interface can enable dynamic perception and rational adaptation of the network resources.The article is organized as follows. Firstly, the article analyzes the necessity and urgency of the research on future network, and then briefly describes the principles of resource dynamic adaptation mechanisms in smart and cooperative network. Secondly, after investigating current network resource collecting and monitoring techniques, it is found that the current techniques haven’t meet the needs of resource dynamic adaptation mechanism. So the article design a resource management and control interface, which combines existing technology of resource collection, resource monitoring and traffic management. In this paper, the resource management and control interface runs over Linux platform, the interface has the following technical characteristics:1) use Proc file system and Ioctl interface to collect resources of network components;2) by LKV technology and multi-threaded programming, combined with regular monitoring and triggered update mechanism to achieve resource monitoring function;3) use NETLINK mechanism and Shell script to manage the components resources. Finally, the article carries out functional testing to verify the feasibility of network resource management and control scheme.
