Office system of government affairs is to achieve internal office information collection, processing, flow, sharing and realizing scientific decision. It’s overall goal is to built a met office information system of government office automation business needs, by advanced computer and communication technology. It can ensure that the information communication smooth operator between the organs, organs of the government various departments within the document and receive a good social benefits. Especially it can provide the exchange of information between the government computer networks and document exchanges, and it can provide to establish high quality, efficient information network, that will provide services for leaders decision and paperless office, achieve government office modernization, information network and the scientific decision.This paper is the main project of office automation system development, which used in the author’s unit of Fujian Provincial Department of foreign trade and economic cooperation(FTEC). From the object-oriented (00) point of view, The paper put forward to build an efficient business integration control, management platform, so that the unit can make full use of e-government intranet resources, improve the level of management of quality, management efficiency and management. The office system can not solve all the requirements of the office of foreign trade and economic system, the main building is designed to solve the circulation of official document, the paperless office, foreign trade basic database management etc..Firstly, this paper introduces the research background, significance and development of FTEC office system, clear the system design objectives, describes the software engineering development model, object-oriented method, UML modeling, data base, workflow, web service and other related technologies. Secondly, in the process of demand analysis, the paper have an overall and thorough analysis of office system based on00, then it is analyzed in detail based on the business requirements, functional requirements, data requirements and system environment needs. In particular, the management of IncomingFile, SendingFile, CommentingFile and InspectionFile are analyzed in detail. The paper gives the related business activity diagrams and use case diagram, and use case description. Next, in the process of system design, the overall Browser/Server structure of the system and each function module has been designed, including IncomingFile management, SendingFile management, CommentingFile management, InspectionFile management and other functional modules. The paper gives the system function structure diagram, class diagram, sequence diagram and process flow diagram, elaborates the design content, and it have the concept design and the logic design of database, the main entity attribute diagram and entity relationship diagram of the database design are given also. Finally, this paper made to the author’s research and development work is summarized and prospected.
