With the rapid development of Chinese civil aviation industry, it has become aimportant task for Southwest Aviation Authority to strengthen the operation securityand improve the service level of air traffic control(ATC) equipment. From the actualneeds, this article analysed the ATC devices running integrated management system ofcivil aviation.First, this paper discusses the concept of equipment management, the developmentstatus of domestic and international civil aviation equipment management.It nalyses thenecessity of establishing the system in Southwest Aviation Authority. Second, on thebasis of detailed research in the work environment, the author describes the systemrequirement, constructes the contents of system development, and proposes the target. Itanalyses the data sorts and the system users, and put forward the functional andperformance indicators. Then, this paper detailed the overall design plan of the system,including design ideas, design principles, system architecture, logical structure, networkstructure, security considerations, etc. It analyses the key technologies of system in theimplementation process, such as RIA, WebService, and the secondary development ofOffice. Next, this paper describes per subsystem’s functions and designes contents ofmodule. Then, the paper showed several major business procedures for processing, andindicated the important classes and methods of the system, from the presentation layerand the business logic layer. Last, author illustrates the system running in the actualwork conditions, outlooks the future prospects.This system uses the mature three layer architecture, and uses the web servicetechnology in application server.It is advances and practical.The system establishes theATC equipment archives in the southwest region, and manages the running status ofequipment’s fault, halt and radio interference in unified. It is also summaries therunning datas automatically, authorizes the brief report of equipment running, createsthe statistical forms. It is conducive to analysis and assess the risks of equipmentoperation scientificily, accelerate the aging of solving equipment exceptions. So, thesystem has the important significance to improve the efficiency of southwest air trafficmanagement and ensure the aviation safety.
