The social assistance system is the most basic security system in social security system,as the existence of “Guaranteed role”and the final “safety net” for the social security. It isvery important for everyone to keep social assistance impartial and justicial. The key tosolve the problem is to construct Comparison Platform for Social Assistance ofLow—incomes Families with Advanced computer network technology.As the research background of Comparison Platform for Social Assistance ofLow—incomes Families in Hunan Province, this article introduces the background of topicselection, the purpose, meaning, domestic application status, existing problem and USadvanced practices. The article analyzes related concept, Objectives, Principles of SocialAssistance of Low—incomes Families and basic requirements of information Comparison.This article discusses total framework design of platform, considers relative departments,deployment hierarchy, total framework, network architecture and usage patterns, Focuses onframework model of “three system and five levels”.This article also goes into technology on data exchange, introduces characteristics andrequirements of data exchange, discusses various technologies used, include XML, WebService, Message-oriented Middleware and JMS. And focus on function framework andpatterns of technological exchange.This article elaborates function design and realization of software platform, expoundsSystem division and Function composition, discusses framework, physical structure, datastorage and data exchange of database, mentions technique framework, implementationtechnology and some functions capture of Software realization. Last,this article introducesseveral problems of further investigations.
