The all-sided informed work of Water Resources , politics , economy etc.now is glued to the data exchange. Data combination, data sending, data exchanging, data receiving and application are the important means to complete the information transmission safely fleetly and enhance the efficiency.This paper begins with the background of the Electronic Data Interchange, introduces the conception , characteristic , existential problem and solution scheme of Electronic Data Interchange system. The paper mainly designs the Data Exchange Platform transport system, analyzes the framework and key technologies.As a result of the limit of the existed Message—Oriented Middleware, We have developed the CNT MQ Service based on the requirement of the task. This paper have completed MQ Client API, sending and receiving of the file.The Design and Implementation of a new Message Queuing Middleware is presented in this paper. The size of message is unlimited; It is for Windows 2000/NT/98/ME; It realizes multilevel-message-receipe and provides MQ Clinent API with COM.The CNT(CSS Network Technology) MQ Service has been successfully applied in OA system of China National Computer Software and Technology Service Corporation, it is now applying in Data Exchange Platform in Water Resources System.
