With the continuous development of the television industry, TV packaging has become an important means of promoting the value of TV media. On TV packaging, CCTV and major provincial television have set up their own brand image successfully. Because of local television stations in the underlying media market, in the face of the fierce competition on the market of television and other media, local TV stations have to improve their own image consciousness and make local image films, as a local TV station for endorsement. Local image films should mainly promote their TV operating guidance, style characteristic, the theme of the spirit as the main purpose,"people-oriented" as the breakthrough point, and focus on local audiences’ spirit demand to express their local humanistic care, seeking the collective sense of belonging, make local audience and local television stations unite together, then the local TV station can save the local audience resource. Local TV image is an important part of modern television art, and is a form of visual art, with TV artistic language system and creation rules. TV artistic Language is comprehensive, picture language and sound language are the two kinds of most important languages, and they supplement each other, work together then most beautiful TV image can be made. In addition, the television image is combination expression of documentary and spirituality, art reproduction and performance, through the art forms of expression to achieve image film of TV creation. Television is the art of civilian, in order to better appeal to local audiences, the creation of the local TV image film should closely contain their own regional cultural advantage, reflect the local connotation, and let local audiences find their roots. TV director in TV art plays a leading, core and soul role, which image film director also need ideas, sensibilities, affinity and creativity, then they can create meaning and promotional value of TV image. As " the content is king", paying attention to the subjective principle and performance principle, the principle of simplification, etc., cooperate to speed up the image of the artistic creation practice, then local television stations can survive in the fierce media competition to win. Local TV packaging image, through the two important features of "narration and modeling", and modeling in narration, narrative in the modeling. There can be achieved the dual purpose narrative meaning and sound picture modeling by the form of television image. TV image film as a part of the TV packaging, it also has the sound picture model, across time and space narrative characteristics of the transmission. In creating image methods, TV image can represent the local life itself, record the changes of the city and landscape, showing in the consciousness of the local people and feelings of emotional attachment and the collective identity of the process, through the TV image of the combination of documentary and ideographic narrative, which is better able to arouse people’s resonance. TV image film is not only as an important window of knowing a place, also is an important way to advocate humanistic care expression today, and is of important value of the TV image art. Television image is advantageous to the development of each local station competition, and the local television station should learn the pioneering and innovative spirit of CCTV, making contribution for the China’s TV art, so local TV stations can’t blindly follow, but rather to create artistic image that can reflect people’s mental activity. And only reflect people’s spiritual world image, can make the audience feel the beauty, feel the enjoyment and pleasure, and local television stations also can make their own efforts for China’s TV art.
