The Content Analysis Of China’s Network Management Rules

Internet was born in the1960s, and then experienced rapid development. It has greatinfluence on real life. Because of the characteristic of internet, virtual, borderless and free,Internet management has become big problems for countries. Currently, there are mainlytwo models of Internet governance throughout the world: one is the "government-led"model, such as Singapore, Germany, Australia; the other is the "government guidanceand industry self-regulation" model, which the represent country is the United States.Though different countries belongs to different patterns about the internet management,all of them make use of the five basic means of Internet governance, namely legislativenorms, administrative supervision, technical control, restraint and self-discipline of socialnorms. Chinese Internet management system began in1991, when the State Councilissued the "Regulations on Protection of Computer Software". China is the typical modelof government-led management. Government plays an important role in internetmanagement through regulations, administrative measures.In the paper, I collected all the regulations issued the Chinese government aboutInternet during the period1991-211, with total of90samples. Then use the contentanalysis quantitative research methods to code and analyze the Internet managementsystem, trying to find out the characteristics of the development of China’s Internetsystem and trends. The data shows that the number of Chinese Internet regulations overtime went down slowly; the stability of the Internet system slowly strengthen; the revisedfrequency gradually slowed down, but the clean-up mechanism of the Internet system isnot perfect; theme of Internet management shift from the technology and safety level tocontent management; and gradually break down in specific areas. Meanwhile, otherdepartments play a more important role than core department in internet management.According to the developing context and characteristics of regulation development, I divide Chinese Internet management into four stages: preparation stage (1996years ago),the initial formation stage (1996-1999), the vigorous development stage (200-2004) andmature stage (2005-). Through comparative analysis method, we can research the trendsof Chinese Internet development system. The results show that Chinese Internetregulation is gradually maturing.
