The development of the Internet turned upside down to people’s lives. But its booming is faster than current system’s controlling, led to the emergence of various anomies in the order of network world. As the form of society’s most important media, the spread of the Internet is alarming, if it is in chaos, conflict, blind and disorderly state, it bound to bring huge negative impact to people’s real life.Firstly, by understanding the concept of the Internet, its development, and the concept of virtual community that building on it, to explain the impact of reality, and analysis of the importance of their management. Secondly, by combing through the world’s all Internet anomie, such as network information overload, information pollution, Intellectual property infringement, cyber crime, uncover the issues that affect, national security, social order and harm people’s lives, and with the apply the use of the relevant communication knowledge, on the transmission, content, process, audience, and media, five point of internet publication, analysis the causes of the Internet disorder, discusses the need for its management. Re-introduced the main methods of foreign Internet governance, including legislative management, administration, self-management, technology management, and in accordance with democratic、autonomous、the regulatory model of three different models, the USA, Japan and Singapore were selected, as representatives, introduced its Internet management of specific measures to provide reference for China to manage the Internet. Finally, by analyzing the necessity, importance and relevance characteristics of construction suitable Internet management system, proposed the recommendations and specific methods for construction of the system.This paper argues that construction of Internet properties suitable for China, the management system should cover four areas:the diversification of management, government, industry organizations and users to participate; legalize the management system, integrating with existing law, the developing an efficient and forward-looking law; scientific management methods, and strengthen the existing technical means, and develop new technologies, encourage private technology development, international cooperation; management process systematically, form a complete management chain from the source, the channel, to the destination, so that everyone respects of each other to promote a harmonious operation.
