In the past few years the Internet based on IP technology has been developing greatly,its capability of providing the vast and rapid information to people has changed people’sway of life in someway. At the same time the cellular network also get a greatdevelopment because of its ability of provide services anytime and anywhere. How tomerge these two different types of network together and take their advantage to provide abetter service is the central issue of the next generation network. The next-generationnetworks should be heterogeneous, ubiquitous and efficient. In order to meet the diversityof the customers’ needs and ensure user’s service quality under different networkconditions, sound and efficient mobility management is becoming one of the mostimportant issues in mobile communications technology.Mobility management is consist of location management and handover management,this article focus on the handover management carefully, including handover strategy andhandover algorithm, it also has some analysis about the decision performance betweendifferent handover algorithm used for heterogeneous networks, the results show that theTechnique For Order Preference By Similarity To Ideal Solution has a better performancethan the Simple Additive Weighting Algorithm.Finally, a new vertical handover strategy based on the Mobile IP protocol is proposed,this strategy focus on the whole system not every single mobile node in the network. It canbalance the network load by allocating mobile node to a lightly network when onenetwork is over load. Simulation results show that this proposed vertical handover strategycan effectively reduce overall call blocking rate and handover failure rate, it also canimprove the resource utilization of the whole system.
