With the evolution of the current network technology, various wireless communication networks such as2G,3G, WLAN, WiMAX and DVB, provide users with a flexible network access. Facing the trend of the development of the network services, users are keen on the data services which are participatory, interactive and attractive and pay more and more attention to the effect of the experience. However mobile data services exist the problem of poor performance and a variety of user experience more and more prominent, which seriously affected the enthusiasm of the user data services. An Accenture survey data show that82%of users off-grid because the user experience brought by products and services itself is poor and can not be timely and effective support.Therefore, how to start from the user experience, improve the quality of data services, it is urgent to solve the problem.On the basis of in-depth study of the quality of user experience theory, data collection from the business side, the paper present a QoE assessment system design based on the network capture technology. The functions of the system to achieve consist of the QoE box module and the PC end of the statistical analysis module, the QoE box (with WiFi function module and supporting embedded operating system) module achieved the functions such as data acquisition, analysis, processing and transmission and so on; PC end statistical analysis module completed the main task processing, the value of the index weight calculation, data analysis and processing and other functions. Through researching the typical data business of mobile networks,such as MMS,multimedia services,WWW business which’s networking structure, business processes, signaling processes, the paper built the network performance evaluation index system based on user-perceived. The system defined data services network indicators KPI (Key Performance Indicators), the business indicators KQI (Key Quality Indicators) and user perception of the definitions of the indicators and mapping relationship. This paper use the method of the Analytic Hierarchy Process to calculate the index weights between the layers, laid a theoretical foundation for the follow-up system to build.Finally, this paper provided the software implementation processof the WWW business’QoE assessment system, and built a test environment, cellected a number of data on the same test scenarios, and showed us intuitive test results. The test results show that the system is able to complete the measurement of the perception of the users use the network and can provide a reliable data support for network optimization.
