Quality of Experience (QoE) stresses the important role of the user in the operating system. This definition reflects the gap between expected experience and actual experience. For this reason, QoE is important for measuring business, optimizing network structure, and enhancing the quality of terminals. Mobile Internet is characterized by the mobility it provides to internet connection. And thus it attracts a large amount of end users. Accompanied by the network and services updating process, mobile network and its services have reached a high user growth. Emerging new data service based on mobile Internet, especially IM services such as QQ, Weixin has witnessed astonishing user amount growth. Since mobile Internet environment is becoming more and more complex, and terminal devices are becoming more and more different from each other, we need to have a metric upon user experience, and how to measure this metric is also desirable.This paper focuses on new services’features in the mobile Internet. First we have an investigation and research on classic QoE assessment methods, such as E-Model, decision tree, AHP method, human vision system and so on. Then we combine research results with the factors affecting QoE of data services, to come up with a3D classification method of data services. It is recommended that same QoE assessment can be applied for a service category. Instant message service is the focus of this research, so we break down influence factors, in order to have a deep dive with its QoE. Proved by analytic hierarchy process method, we can map the network and terminal device factors to the final QoE result.After analysis and validation, this article proposes a QoE assessment system based on terminal device and network parameters. This assessment system can dynamically extract network and terminal information, combined with user QoE measurements and operational characteristics, and output the final QoE result. Based on user research results and simulation, this assessment is able to reflect real user’s QoE to some degree.Because the measurement of QoE is a part of CEM (customer experience management), we have a deep discussion on how to optimize devices and services. And applying QoE assessment is of great importance to CEM, and both the enterprise and the users will be benefit from customer experience management.
