With the progress of information technology, electronic office and e-government have agreat development, which generate a large number of electronic archives,resulting electronicrecords management problem has become a hot spot in academia. The electronic archive isdifferent from the traditional file. First of all, the information and carrier of electronic archivesare not relevant so that the file can not be identified by the authenticity of its carrier. Theelectronic archive is hard to be detected after modification, and has a strong liquidity, whichmake the management of electronic archive become difficulty. How to ensure the safety of thearchives and how to manage a large number of electronic files have become pressing issues needto solve.On the basis of the military Hospital health archives management system, this paper made alot of researches on the digital watermarking, two-dimensional code and cryptography. Thearticle focused on the file’s authenticity identification, and designed and implemented a QR codewatermarking system used to identify the authenticity of electronic files.The main work is as follows:①This paper improved the traditional watermarking system, and designed a QR codewatermarking system combined with the practical environment of the electronicrecords.Because the watermarking system uses QR codes as watermark vector and watermarkcarrier, so the generating and identification of electronic records are no longer dependent onother data. Because the watermarking system is in combination with hashing algorithm andpublic key system, it has a higher security than the traditional watermark. These features simplifythe design of the file management system, while improving the practicability of the filemanagement system.②Considering the special structure of QR code, a algorithm for the QR codes watermarkinghas been designed in this paper. This algorithm is based on the Logistic mapping algorithm andDWT algorithm, and realizes a goal embedded QR code in the QR code. This algorithm not only guarantees the embedding and extraction of watermark, but also does not affect the recognitionof QR codes. In actual tests, the QR code watermarking system can work properly when itsvector’s letters is no more than390bytes.③This paper designed and implemented a health records management system in fullyanalysis of the military hospital archives management’s requirements. This paper described indetail the implementation process of the system, and had carried on the related test work toguarantee the system to run effectively.
