Important party and government organs at all levels, military and other important military units have a large number of important electronic documents need to be transmitted and distributed through the network, although we classified according to the Bureau of protection and classification standards in the physical security, network security and host security, But there are many other occasions, many electronic documents in the distribution process is vulnerable to the threat of leakage, in particular through the electronic document printing, scanning, etc. to illegally spread the document, especially those involving state secrets, commercial Confidential documents, once illegally acquired, spread, will be in the security and economic aspects of great threat and loss, and some of the existing security technology can not play the role of the paper document traceability, through the paper document Leak situation has also occurred.This paper analyzes and studies the traceability of the source of the paper, analyzes the requirements of the electronic document printing system based on the digital watermarking technology, which is suitable for the party, government and other large enterprises and institutions, and then analyzes the demand of the paper. Database, algorithm and function module, and some typical modules including virtual printing, watermark embedding and watermark extraction are implemented. Finally, through the function and performance test, it is verified that the system has the following functions:The system is correct, easy to use, reliable and other features.In this paper, the main work is as follows:(1) According to the party and government organs, army military industry and other important institutions of the daily work of actual demand, the digital watermarking technology were studied, and on the basis of the technology was designed and implemented based on the digital watermarking technology of electronic document printing system. System through a high robustness, transparency, security word coding braille this watermarking algorithm to realize the digital watermark embedding and extraction, are printed in the electronic document into a paper documents, with the spread of the paper provides reasonable solution of back, at the same time make up for the deficiency of the paper in the process of document flow safety and security solutions to the existing government affairs play a supplementary role.(2) In order to facilitate the third party application integration, the system to provide the watermark embedding and extracting relevant interface. At present, a city official document transceiver system has integrated printing system based on digital watermarking technology of electronic document, and within the scope of the city's government affairs network unit, as a source for the spread of paper traces of the practical application has carried on the beneficial attempt. Existing domestic document, on the other hand, the research of security printing, and the party and government organs, army military industry and other important units of electronic document after printing paper documents back in terms of actual demand, this article research results has wide application prospect and good practical value.
