In recent years, the situation of safety and production in our country is not optimistic,several major accidents have occurred, which cause significant life and propertylosses, and the serious consequences and social implications far beyond the accidentitself.In the modern safety management, safety management information system hasbecome the central part for the integrated processing of safety information, and the keyto safety information management and safety decisions.To build the safety managementinformation system network, which is composed of safety information managementdepartment as information processing center, and dangerous jobs and professionalsectors as application terminals, can make the safety management work more scientific,systematic and standardized, and gradually improve the safety managementlevel.Similarly, the safety management in the Shengli Oil Field plays a very importantrole, which involves much information, and is widely distributed, so, relies entirely onartificial way of management and control becomes much difficult.Based on this, the project carries on in-depth study of the key technology, systemmodular design, key components to develop safety management informationsystem,which is low-cost, and meets the actual needs.The system is composed of ninemodels, including system document management module、 laws and regulationsmanagement module、safety check module、safety risks management module、risk factormanagement module、contingency plans management module、accident managementmodule、supervision module、vessel management module.The system adopts opensystem architecture, modular design, and apply the basic systems engineering principles,mixed C/S、B/S structure, to meet different engineering applications. And the security ofthe system is evaluated.The development of system adopts open system architecture,modular design, which can reduce the operation and maintenance costs, speed up thedevelopment process,increase the flexibility of the systems, and improve futuretechnology-insertion opportunities.Finally, the subject of research work are summarized and analyzed the existing problems and deficiencies in order to achieve the purpose ofthe safety management system is perfect, and a wide range of engineering applications.
