With the ever increasing pace of educational information all the countries, autonomous learning that take the network as media becomes the main study way gradually, In WWW era, the success or failure of open learning depends on the ability to access and use of Web teaching resources. Because of the openness of the network and the limitations of the search engines, it leads to the teaching resources on the web face many disadvantages, such as considerable, wide varieties, the quality is uneven and so on. So to research how to access high-class teaching resources quickly, accurately and efficiently, what’s more, to establish a scientific evaluation for Web teaching resources is an urgent issue. Yet according to the latest research at home and abroad, there are many qualitative evaluation study about Web teaching resources, this evaluation has strong subjectivity and randomness, brings trouble for operation, as well as the evaluation result is not accurate. Therefore, using the quantitative methods that is objective, exact and convenient for operation to appraise Web teaching resources has important academic significance and practical value.This paper firstly builds an evaluation index system for Web teaching resources, this index system not only maps the qualitative index and link analysis indicators but also includes unique evaluation index that Web teaching resources as a theme resource. Besides that, the system can reflect the quality of Web teaching resources comprehensively and objectively. Then it designs an automatic evaluation model based on the evaluation index system. Based on Extenics theory, the model is divided the quality of the resources into four grades, then calculates the relevancy between evaluation indicators and quality level. At the same time, it calculates the quality grade of the resource and sorts of resources at the same quality level following the Maximum Correlation principle. Finally, it takes20Web teaching resource websites as example to verify the validity of the evaluation index system and the evaluation model. Then it makes suggestions for our current Web teaching resources construction.The innovation of this study is to propose a set of Web teaching resources quantitative evaluation index system. Except that, it builds Web teaching resources evaluation model and makes the evaluation results be more abundant.
