The main ideas of Shanghai Municipal Management Information Systems (MMIS) based on the Three-Element Systems are put forward by my tutor, Dr. Zhou Hongren. Municipal Management Information System (MMIS) is one of the typical"Systems of Systems"when E-government initiatives are developed into the fourth stage. In this dissertation the author took E-government in Shanghai as background, methords or tools of the"systems of systems"can be introduced into the Zachman Enterprise Architecture Framework (ZEAF) so that the Three-dimensional Enterprise Architecture Framework (3D EAF) can be built. The framework of Municipal Management Information Systems based on population, corporation and land information systems can be established. The main works of the dissertation are as follows:Firstly, the framework of MMIS included various elements, the relationship between the elements, as well as systems design thinking, information sharing and business coordination mechanism between component systems. The dissertation proposed a MMIS enterprise architecture framework static framework with four layers, and each layer contained a reference model. Driven forces for the framework of MMIS was also explored in this chapter.Secondly, the dissertation studed the evaluation of MMIS which was the foundation for the MMIS construction. Based on the E-government development in Shanghai, the evaluation indexes can be designed. Using the Analytic Hierarchy Process (AHP), the combined weight of indexes were calculated. Besides, the implementation plan of E-government information systems was provided.Then, based on Bayesian methods, the author estabilished the Optimisation Model for the planning of the MMIS which include requirements of stakeholders of the MMIS initiative.Fourthly, based on the Domain Engineering, Business Process Reengineering and E-government Reference Model, the business reference model (BRM) of MMIS is established. It includes service content, service channels and service objection. The main business processes municipal management during the whole life cycle of population, corporation and land are put forward. The BRM can help to analyze and eliminate the business process redundancy so that it will direct the IT investment decision-making choosing of E-government projects and find the opportunities of the systems reuse.Fifthly the Information Reference Model (IRM) provided the information classification description of municipal management business processes. Based on the E-government Reference and BRM of MMIS, the IRM consisted of information hierarchy structure of the three-element systems. The government information resources catalog and interchange systems were also discussed. The design procedure of BRM and IRM was the information resources planning of MMIS.Sixthly, the Application Reference Model (ARM) can be provided. The ARM can help the decision-makers of E-government initiative and information systems designers to communicate the application function of MMIS. The author discussed the integration ideas of government hotlines, government websites, and government service centers according to"one-hotline","one-stop"and"one-door". Besides, the meanings, essence and significance of gridded management can be studied as the typical examples of the framework of the MMIS.Finally, the Technical Reference Model (TRM) of MMIS can be provided the structuring description of technologies, standards and specifications during the construction of the MMIS. Based on the FEA Technical Reference Model and national E-government construction standards, the author estibilished the TRM which consisted of infrastructure platform, integration platform and service platform. During the designing procedure of the MMIS, the TRM could be referenced so as to realized the information sharing and business coordination.The research work in this dissertation is supported by the key research project of Shanghai Municipal Informatization Commission (Shanghai E-government Overall Framework)...
