The radio spectrum is one of valuable and limited natural resources, and it is also the material base for human economic and social development, and an important strategic resource that belongs to the state. In recent years, with the rapid development of wireless communication technology, new radio services and equipment emerge in endlessly. On one hand, the demands for spectrum resources are increased and made the spectrum resource become scarcer. On the other hand, the use of a variety of new radio services and devices made the electromagnetic environment deteriorate, and simultaneously, reduce the quality of communication, and even made a threat to the information security of a state, people’s lives and property safety. However, radio spectrum monitoring is an important means to solve these two problems. The limited radio spectrum resource can be fully used through effective monitoring, and at the same time, reduce electromagnetic pollution and make sure that the wireless communication work smoothly.As the radio monitoring activities always involved in a wide of geographical scope, complex and variety terrain, therefore, the artificial radio monitoring is not only increase costs and reduce efficiency and low accuracy, but also it is easy to miss illegal signal and can’t reach the radio monitoring purpose.In this paper, based on the C/S structure and LabVIEW software, we proposed the radio spectrum monitoring model, of which the client and server respectively simulated the monitoring center and station in reality. Interference signal and spectrum signal are produced by the station, and the signals are sent to the monitoring center in real time. The responsibility of the monitoring center is to achieve the display of spectrum, real time signal, waterfall, the analysis of spectrum and correlation, interference localization, and simultaneously, save the real time information into database. We can query the correspond information of any time, any frequency and any station from the friendly interface. Finally, the spectrum measurement experiment was implemented, which realized the spectrum measurement function of the radio monitoring model, that is remote spectral data collection, storage and spectrum display. The LabVIEW based spectrum monitoring system has the characteristics of easy development, implementation, control and expansion. It also has user-friendly interface and is easy to operate. The automation level and the monitoring efficiency can be improved by using this system.
