To adapt and promote the rapid development of the national economy, since2007,the State Council have promulgated a series of policies,such as "the suggests ofpromoting the accelerated development of services","the logistics industryrestructuring and revitalization plan" in order to encourage the development ofmodern logistics industry and further increase efforts to the construction of thelogistics park. So our country has got the rapid increases in the number of logisticsparks. However, China’s logistics park have many problems, such as the low level ofinformation sharing, serious waste of resources, the occlusion of exchanging ofinformation, limited management level. Because of the blind construction, thetraditional logistics market is suffering intense competition. So logistics parks need toimprove resource utilization, management level and achieve the transformation andupgrading, by constructing the information systems. Local governments have alsopublished the policy to encourage the development of the logistics informationtechnology. And the information systems have turned into the key of logistics parkdevelopment.This paper takes the Shuntong logistics park as the research background. First ofall, this paper makes the analysis of business, development strategy and the existingproblems in the Shuntong logistics parks, in order to point out the necessity andurgency of building information systems. Besides, this paper analyzes the functionalrequirements and non-functional requirements of the logistics supply side, thelogistics demand side, the park management committee, the demand side ofe-commerce, the government, the banks and others who use the information system,in order to provide the basis for the construction of information systems. Based on thedemands, Shuntong logistics park information system should include logisticsmanagement, e-commerce, public services three functional modules. And it should beeasy to expand, have the good compatibility. Besides, it needs to have a support formulti-user operation, with reusable service. At the same time, with the research onSOA and its applicability, this paper designs the overall framework of the Shuntonglogistics park information systems, according to the demands and the ApplicationsTechnical Reference Model of SOA. Shuntong logistics park overall system architecture includes the park service bus, the presentation layer, business processlayer, service layer and resource layer. Finally, considering construction costs,construction time, Information system scalability, the capacity of meeting the businessneeds and outsourcing risks, this paper makes the comparative analysis of three typesof information system construction mode and selects the outsourcing strategies tobuild the information systems. This paper constructs logistics park informationsystems supplier evaluation index system, which includes the SOA technical level, theability of sharing logistics supply and demand information, information systemconstruction cycle, multi-user support and so on. Depending on the index system, thispaper uses the Hybrid multi-attribute decision making to select information systemsuppliers (IBM).The main innovations of this paper are the following two points: firstly, beforedesign the information system architecture, this have a study of architecture designapproaches and its applicability,in order to enhance scientific and feasibility of thearchitecture design. At the same time, this paper builds a evaluation index system oflogistics park information system supplier and makes the research on logistics parkinformation systems outsourcing, according to the characteristics of the logistics parkand Shuntong logistics park needs.The research of Shuntong logistics park information system design andimplementation has a guiding significance for the development of informationsystems of the Shuntong logistics park. And this paper also provides reference for theconstruction China’s logistics park information system, especially, for the informationsystems outsourcing. So this research is conducive to promoting the transformationand upgrading of China’s logistics park.
