Eco-environmental information management system provides reliable informationservices and decision support for ecological environmental protection. However thereexisted some shortcomings in the current environmental information managementsystems such as single function, unified data formats, a lack of scalability. Meanwhile,lags existed in the current system development technology of in department results inthe difficulty in sharing information resources, especially information sharing andmanagement of different users.In view of the above problems, this thesis established a regional ecologicalenvironment information management system based on the role-based access control(RBAC), including user management, role management, rights management, licensingand certification. The role management scheme overcomes the traditional shortcoming,which is more suitable for managers to distribute system resources reasonably,enhancing the system stability and flexibility. Based on strong authentication anddynamic authorization scheme, not only ensured the security of application systemresources, but also reduced the burden on the server.According to the demand of ecological environment information management,aregional ecological environmental information management system was designed anddeveloped based on environment information database and supported by the frameworkof role-based access control and the means geographic information system (GIS). Thesystem adopted the object oriented programming technology of four layer of B/S(Brown/Server) development model. A environmental information database of thissystem was established based on SQL Server and ArcSDE, including environmentalmonitoring information management database and access control database, theenvironmental monitoring information management database was used for storingenvironmental monitoring data and environmental thematic information data, includingdata of monitoring points, land use data and Remote sensing image data etc. Accesscontrol database was used for user information data. Every database is not isolated butinterrelated. The system mainly included five subsystems: access control management,environmental monitoring information management, environmental thematicinformation management, basic information management and data base productmanagement. In thesis, we carried out security measures of the system arecomprehensively analyzed, and resources and roles of the system are carefully divided.Meanwhile, feasibility of the RBAC-based access control scheme is demonstrated in theimplementation of the system.The designed regional ecological environment information management systemhas various features. For example, each levels is independent, loosely coupled, and easyintegration, which not only enhanced the usability, security and stability of the regionalecological environment information management system, but also contributed to thestandardization, automation and informatization of managerial job such asenvironmental monitoring, environmental planning.
