At present the new dialogical way supplies a new path for the conversation between officers and common people. No matter who questionsor answers, netizen and government mainly constitute Governance through the Internet, which are indispensable. Their communicational way is dialogue that we use to explore or negotiation about how to supervise government affairs. The communicational effect refers that both sides achieve common sense about some problem.This dissertation mainly talk about" question", concretely it refers to the dialogical behaviour between government and netizen. From the view of present cases, there is no ideal status achieving common sense in answer-question institution. In many cases there are some special or unexpected situations, for example, absence or stalemate. In those situations its communicational effect won’t be exerted. So why it happens? How to avoid it?I research this problem based on some relevant theory from communication According to many factors including the dialogical people, their relationship and some pressing factors, I point that Governance through the Internet is a form on the face and actually is out of balance in dialogue. Meanwhile I analyse the reason why dialogue is out of balance, propose relevant measures and pursue a effective path in their conversation. After analysing the problem’s feature, reason and measures I analyse continuously its nature is that discourse power’s confrontation among them, their conversational status and sharing discourse power’s situation. Unbalanced dialogical relationship results from the discourse power controlled by government and balanced dialogical relationship shows that officers and netizen share the discourse power. From unbalanced course to balanced course is a course that discourse power controlled by oneself to discourse power shared with each other.Although Governance through the Internet is just beginning in China, it has been the widest scope of participation and influence in sharing discourse power since reform and opening. With the promotion of age, this wave will irreversible go ahead. It will affect all aspects in China and finally achieve a win-win situation and development in the whole.
