With the continued integration of computer technology and networkcommunication, the users’ demands for network management become higher and higher.For network users, they are more concerned about the quality of the network servicesprovided by network, in addition to the tariff and service issues. For the determinationof the quality of service, this is not guaranteed by the network equipment. Because thenormal operation of network equipment, it does not represent the normal operation ofnetwork services. The traditional evaluation index is to measure the quality of thenetwork, rather than the users’ perceived quality. And there is a gap between the qualityof the network and user perception.Address the problem, this paper established the user perception prediction modelfrom the user’s perception view, and analysis of the key network factors that affect theuser perception. On the basis of in-depth study of network structure, the establishmentof the mapping relationship from the user to the elements of the network performance,and conducted in-depth study of the hierarchical relationship analysis, and researchbusiness management from the user perception, network operations and networkperformance. Mainly as follows:1. Perceived the network service management model of user-oriented. Find the keynetwork performance factors affecting the users’ dissatisfaction, from the user’s point ofview, based on the relationship between user perception and network performance.According to the network structure, further analyzing of the mainly elements affectingnetwork performance is the equipment problems or network planning problem, andsolves this problem with different measures. The model proposed makes networkmanagement more simple, accurate and humane.2. This paper proposed level network management model, from the userperspective. The model network establishes the mapping relationship among networkperformance, business performance and user perception. Judged network operatingconditions according to the mapping relations and user perspective, which makes thenetwork management greatly facilitates and provides some theoretical basis for network fault diagnosis and post-network planning.3. On the basis of the study of neural network, combined with the characteristic ofthe network performance, such as large volumes of data, complex data and so on, putforward a new BP neural network algorithm, which is realized by dynamically changingthe momentum factor and learning rate, so that the algorithm error accuracy andstability have been greatly improved.4. Predictive a model which can be used to predict the user perception. This modelis obtained by constantly training based on improved BP neural network algorithm andthe network performance data monitoring. Predict the user perception according to thetrained model, and optimize the system thought the regularly comparison the situationof user perception between the predicted and the actual survey. Which makes networkmanagement form acceptance user complaints passively into predict user informationproactively, changes the situation of passive acceptance of the user information innetwork management.
