After entered the3G era, the trend of video monitoring based on3g wireless network and embedded technology instead of the traditional monitoring is irreversible.In this paper, according to the actual demand of3G wireless network video monitoring system, integration of video acquisition, video encoding, rate control, embedded system, wireless communication, etc, the real-time video encoder is built for H.264/AVC on the DM6446chip of DaVinci platform. The wireless video monitoring system is designed for H.264/AVC based on3G technology. The real-time video acquisition, transmission and reception is achieved. Considering higher error rate, larger jitter, wide spread interference, and other factors, as the existence of delay, distortion and frames lost, a rate control algorithm named sliding window Buffer Checking (SWBC) algorithm is proposed for H.264/AVC based video streaming.In this algorithm, A sliding window constitutive of a group of successive frames and slides forward by one frame each time. To make the sliding window scheme possible for real-time video streaming, the initial encoder delay inherently in a video transmission system is utilized to produce all the bits of a window in advance, so that these bits for transmission are ready before their due time. The use of initial encoder delay does not introduce any additional delay in video streaming but benefits visual quality as compared to traditional one-pass rate control algorithms of H.264/AVC. On this basis, a new sliding window bit rate control algorithm is proposed based on SWBC.As the test of the algorithm proposed in this paper, a large number of simulation is organized to verify that it has a higher coding performance, more smooth video quality, and more compliant buffer constraint.
