Video coding techniques have been widespread applied in the domains of media storage, video on demand and monitoring system. A series of video compression standards have been proposed and adopted, such as MPEG-1/2/4, H.261, H.263, H.263++ and MPEG-4 AVC/H.264. These standards have carried on the stipulation to the grammar structure of bit stream, but the specifically algorithm of rate control mostly is open. The performance of rate control directly influences the quality of video communication. As an essential technology of improving the quality of video image, the development of rate control technology has aroused people's widespread interest.The research content of this paper is the main part of the project which is supported by nation natural funds--the object-based fine granularity scalable video coding (No: 60372071). This paper firstly introduced the research background of rate control technology, present research situation of video compression standards. Then described the basic framework of rate control problem and formulated the basis of rate control problem, discussed rate control technique based on video compression standards verification model and rate control technique based on DCT video coder in detail. Based on experiments, the effect of wavelet basis and decomposition levels on performance of EZW algorithm of different type images is analyzed. The wavelet video coder, the core idea and the advantages and disadvantages of rate control technique based on wavelet video coder are introduced. On this basis, according to rate-distortion theory, we set up an exponential R-D model, propose a rate control technique based on wavelet video coder. Put forward a new bit allocation scheme which is based on energy for intra frame and based on R-D model for inter frame. Compared with related algorithm, simulation results show they are effective.Finally, give a summary of this paper. The state of arts and possible new directions of rate control are stated.
