Law enforcement and supervision system is integrated application system facing the police professional operations. Those systems make date integration possible. They also connect the law enforcement and case handling system to the date base of other departments. Community management is one of the most important part of the law enforcement and case handling system, which is responsible for management of the various population, which is the basic factor to realize integrated date inquiry and analysis, Series of cases investigation, intelligence and crime law research.This essay mainly discusses community management sub-system of Law enforcement and supervision system. And it also does some research in connections between police mobile System and the sub-system. Author using the technique of object-oriented, adopting the idea of software engineering, flexibly uses technique of object-oriented in analysis and design of the community management sub-system. He analyzes the functional needs of community sub-system, using XRAP exploit platform to develop the system, which finally is to fulfill the customer’s operating needs. To consider actual needs and date safety, they make use the of the VPDN technology which provided by the operators to design the Police Mobile System. At the same time, we connect efficiently between the police mobile system and the community management sub-systems. Because of the advantage of the middleware and XML technology, we make the two systems data synchronization possible.(First one is Law enforcement and supervision system, the second is Resident population management system). Finally they not only meet the demands of the customer, but also obtain a good research outcome.
