With the prevalence and popularity of the digital, communication products and portable computer, JPEG enters the ordinary consumers’life, study and work. It becomes an indispensable file format of images local storage and Internet’s transmission because of its "small and nice" pictures. But the following images’ file size is becoming larger and larger, it has a restricted effect on the transmission of Internet and local storage.At present, the JPEG coding research is not much enough. But the foreign research institution shows that this research has a broad application space. So they are looking for an algorithm which is different from the current one and effective for the encoded file, making it effective for the size of the JPEG file on continuous lossless coding. Accounting for the algorithms, decreasing the size, helping for storage and transmission become the vital problems.The paper researches the JPEG image, trying to decode the pictures and then, conduct lossless encoding, so that the ultimate file size is smaller than the original one. In-depth study indicates that, while combining the characteristics of JPEG format, it has many incomparable advantages over other formats. First, conduct JPEG coding on original image, second, analysis the JPEG file that has been decoded, handling with the JPEG file by doing data and reversible transformation in order to make it reveal regular. Then, conduct lossless to the regular data which is aimed at decreasing the size. Therefore, this paper conducts in-depth, follow-up research on the basis of the above research,and realize the algorithm by utilizing computer platform.This paper introduces the current situation of JPEG lossless and losssy compression technique and their respective advantages and disadvantages, as well as the existing problems and possible solutions.It focuses on introducing the theories of information statistical entropy,information structure,previous knowledge, and visual redundancies. It analyses the classical algorithms of image coding method and the classical algorithm and function of lossless information compression coding method. It elaborates the theory of important parts in the JPEG coding algorithm, such as the discrete cosine transform, quantization, encoding compression and other process principles. It has a detailed analysis and research on JPEG encoding algorithm, introducing JPEG compression code base and common international advanced algorithms, explaining the two-dimensional discrete cosine transform and its realization, having a detailed analysis on compression process, and having made full preparations for the later chapters to propose the lossless compression algorithm.This paper comes up with a neoteric JPEG compression algorithm based on the realization of VCC++platform.Its realization is divided into two parts. The first part is the realization of codec based on the same parent algorithm, the second part is the realization of a novel universal lossless codec algorithm. Firstly it has an effective regular on JPEG image file, then utilizing lossless compression algorithms to conduct lossless compression on the file, achieving the purpose to further remove the files inside information redundant of the files. According to large experimental results, they show that the method is simple, high compression efficiency, and higher than the LZW algorithm and WinZIP algorithm.
