Compared with traditional signal-layer constellation, multilayer satellite networks are much more robust and have more throughput, which makes them became popular. Multi-Protocol Lable Switching (MPLS) as a kind of new transmission technology can work between different kinds networks, which support the QoS and TE. Based multilayer satellite networks, the critical technologies are:data transfer, signal protocol and QoS guarantee.In this paper, a constellation of MEO、LEO、HAP and ground_gateway is designed which applies the MPLS Technology Architecture, in which the HAPs and Ground gateways are LER, the LEO constellation is the major data transfer networks, the MEO and Ground gateway compose the management and control center. And a strategy mixed with longest-server and load-balance is designed to deal with the handover problem. Also a routing algorithm aimed at decreasing delay and balancing the load is designed while the terminals have different kinds of business requirements, and the algorithm could compute proper LSP for different business. By analyzing the course of binding between FECs and tables, an appropriate packet format is designed transferred in the MPLS tunnels. The fault of signaling on the ground networks is improved and the work process is analyzed.At last, the simulation platform is introduced and the model is analyzed in three levels:process model, node model and network model. By comparing the parameters with OSPF in different simulation scenario, the performance of routing algorithm on decreasing delay and balancing the load have been proved.
