Along with the national ministry of health information construction policyunceasingly thorough，many hospitals have set up within the scope of their hospitalHIS system， some companies see the medical information system rapid developmenttrends and the huge market and have developed the commercialization of a completeset of medical information system and in each big small and medium-sized hospitalpopularization and application.Outpatient and emergency information system aredrawn more attention as they have stronger demands of real-time and high customersatisfaction than the hospitalization information system，so they are particularlyimportant in the HIS system design.This thesis focus on this information system include medical clinic card，registered system， this doctor workstation system， this charge system， thispharmacy system etc， using the software engineering knowledge and combined withJava technology and B/S framework advantages， and carried on the detailed analysisand design， development using Java Web-Based three layer architecture of thesystem frame， the comprehensive Based on MVC design structure and SOAarchitecture design mode， the overall framework for B/S Thin Client structure; Andthe Oracle10g for database， using Tomcat for Application Server， follow thesoftware engineering development process of development， to standardize theinformation interaction between each system interface， the user interface and corebusiness for unified management.This thesis aims to make an appointment, multi-channel declares card, thisself-service equipment, this queue station system, this various settlement methods,this instrument management, this background pendulum medicine, this informationsharing and other new functions of the new technology in the application of outpatientemergency care information system analysis and design enhances the hospitaloutpatient emergency care information system and even the entire hospitalinformation system level, for patients with more efficient, high quality, perfect andconsiderate medical service, strengthen information sharing and speed up the speed ofresponse, has greatly improved the patients to the hospital satisfaction, improve thehospital work efficiency and economic benefits.
