This paper begins with analyzing cable television industry current situation andfacing dilemma of the triple play development in the process of China, it expounds thecable digital television head-end (including direct broadcast digital TV H/E and inter-active digital TV H/E) establish a content production platform of necessity and feasi-bility. The platform development of method used the information system developmentmethod of mature and widely used structured life cycle method for reference. The sys-tem development work from start to finish was divided into planning、analysis、de-sign、implementation and improvement stage, etc. Each phase completed the regulatedtask. Specifically, fully plan and analyze, it can promote the subsequent each phase ofthe work efficiency and quality effectively.After comprehensive analyzing actual business operating situation and the overallenvironment of the organization, the current common coding standard for further studyand making a Comparison. For the original MPEG-2HD and SD source selected theH.264heterogeneous transcoding and MPEG–2homogeneous transcoding mode. Afterthe services via processing of the content production platform, the channel bandwidthoccupancy rate declined obviously and the subjective assessment of the quality ofpictures have not degraded obviously. It solved the problem of the original video com-pression coding standard occupancy channel bandwidth, and it saved the massive costof replacing set-top boxes.The key work of the system designing is safe broadcasting.This paper further stu-died for broadcast and television system reliability thoroughly. Through the analysis thelogical and mathematical model of standby system, the results of system optimizedwere applied to the reliability design. So guarantee high reliability and broadcast safetyof the system. The paper discussed in detail the monitor and control system, too.In addition, in this paper, the content production platform cross screen applicationand IP-based trend of cable digital TV head-end were prospected.
