Abstract/Summary:
Balanced development of education is principal representation of educational equity. Educational equity is part of social equity and harmonious society. Since2006, balanced development is firstly put forward in the form of law, the Major Reports of Chinese Communist Party’s17th and18th National Congress and Central Government Annual Working Report stress that we should give priority to the development of education and realize the balanced development of Education. Although all levels of governments have done most of the work and made great achievements in the balanced development of education, in consideration of the reality and the foundation of China, the unbalanced development of education remains unresolved. Therefore, the research is necessary that the provincial governments choose what path kind of realization path of balanced development of education.This article mainly uses the literature research method, comparative method and empirical study method. First it researches the dual economy theory, the theory of education equity, the theory of public goods and the theory of balanced education. This article analyzes the fundamental causes of Shanxi public education difference between urban and rural areas through the research of dual economic and social structures of our country, historical evolution of education policies and traditional social culture.Meanwhile, this paper makes an empirical study, chooses two cities and consults related data of expenditure on education, teacher teaching level and conditions of running school. This paper makes Statistical analysis and comparative study on differences among region, schools and education group in three dimensions of educational starting, educational process and educational result. Educational starting consults enrollment rates. Educational process balanced elements include compulsory student expenditure on education, student budget expenditure on education, student budget public funding, student teaching equipment value, the number of library books, student-teacher ratio, teacher qualifications pass rate, teachers, title structure, the rate of teacher professional counterparts, the principal academic pass rate, the principal title structure. The education results consists of graduate rate, promotion rate.Through further theoretical analysis of data, this paper puts forward corresponding countermeasures and suggestions.
