The unbalanced development of higher education generally exists in most countries and regions in the world. It has become a challenging issue how to balance the development of higher education, to improve and accelerate the development of universities and colleges in underdeveloped areas in most countries and regions.Based on the research of three high-level universities in China’s western underdeveloped areas, this paper (1) defines the core concepts and provides theoretical basis for the necessity of policy support for high-level universities in underdeveloped areas;(2) displays the accomplishment of Sichuan University, Lanzhou University and Harbin Institute of Technology in aspects of talent cultivation, scientific research and social services, which gives a whole picture of the achievements gained in the development of high-level universities in underdeveloped areas;(3) details the critical policy support such as funding, partner assistance and some others, and explains, through the above analysis, the policies for the success of high-level universities in underdeveloped areas;(4) identifies our weaknesses in order to learn from their strengths to fill up the gap and comes up with a suggestive policy for the future development of high-level universities in underdeveloped areas through a contrastive analysis over the policy support of University of California, Berkeley and a research of the successful empirical policy adopted by University of California.
