To effectively alleviate the difficulty and costliness of admission of pre-school education,"Some Opinions on the Current Development of Pre-school Education"has been promulgated by the State Council on the November24,2010. Which pointed out the Three Years Project of Pre-school Education should require to be prepared depends on unity county.2013is the last year that the Three Years Project of Pre-school Education has been implemented all around the country. In about the past three years, how the implementation of this project has gone, what’s the effect has it achieved, what are the difficulties and problems remained to be solved urgently and how to ensure the school-aged children accepted fundamental and high-quality education in poor areas have already become the public concern. In order to make clear this social problem, this study take S county in Chongqing Municipality as a case to investigate and analyze, because S county is a national poverty county and is a good representative sample in geopolitical structure, population distribution and social-economic development in Chongqing Municipality.Firstly, the study based on the theoretical analysis of the Three Years Project of Pre-school Education, then using multiple methods, such as documentation, interview method, case analysis, physical analysis and so on to investigate and analyze the S county’s Three Years Project of Pre-school Education background, objectives, specific initiatives, results achieved and problems remained. Furthermore, the factors that influenced the effectiveness of the Three Years Project of Pre-school Education has been analyzed thoroughly. Research found:during the Three Years Project of Pre-school Education,the following problems should be solved:the financial education funds are insufficient and distributions are not balanced; the development of pre-school education lack of scientific guide and normal management;the number of teachers in pre-school education is shortage and education level is not high; behind the high admission,the quality of pre-school education is undergraded; there is a huge gap between urban and rural in the development of pre-school education. The following factors affect the above problems:the input to pre-school education is inadequate in goverment fianacial; the lack of mechanism of supervision and evaluation in pre-school education; the professional quality of teachers is not high and the welfare treatment is low; the methods of primary school are used on the kindgarten children; and the backward development of pre-school education in rural areas are the major factors that affect the implementation of efficiency of Three Years Project of Pre-school Education in this area. Through the above analysis, in order to improve the quality of Three Years Project of Pre-school Education in this area, this study proposes some suggestions about increasing financial input in pre-school education, strengthening the supervision and evaluation of assessment, emphasizing on the hardware facilities, strengthening pre-school teacher training, improving the quality of pre-school education, paying attention the development of rural pre-school and so on.
