Development of minority education is an important indicator of a nation’s educational level. Sustainably enhance and ensure the quality of minority education has become the high priority of promoting educational equity throughout the world. In2008, the Ministry of Education of New Zealand published Ka Hikitia-Managing for success: Maori education strategy2008-2012, attempting to promote the quality of Maori education, change the reality of Maori education lagging behind.Based on Ka Hikitia handbook and Multicultural education theory, this dissertation analyzed the context, content, result and effect of Ka Hikitia. Then made an overall and comprehensive analysis of the features and value choices of Ka Hikitia and drew the lessons and inspirations of Ka Hikitia to China on our minority education. In this study, the author adopts the methods of literature research, comparative method and factor analysis to answer the following questions:What is Ka Hikitia? Why did it come into being? What effects did come from the implementation of Ka Hikitia and how to encourage China to change our minority education reform plan and so on.Part one is the basis of this research, shows the context and background of Ka Hikitia. The reality of Maori student’s low education achievement and the dissociation of Maori culture and education has made Ka Hikitia come to being.Part two pays more attention to Ka Hikitia handbook itself. This study comprehensively analyzes its objectives, implementing body, indicators and the specific operational procedures. Also, this part is the core part of this thesis.Part three is about two case studies. One state integrated school enhanced its Maori language teaching and learning, and one special school promoted its performance for Maori students.Part four analyzed the effects and influence of Ka Hikitia from the aspects of student’s performance, Maori language in education and the retention rate of Maori students.Part five made an objective appraisal of Ka Hikitia. Compared Ka Hikitia with former and later Maori education Strategy; analyzed the value orientation and positive impact of Ka Hikitia.In part six, the author analyzed the lessons and enlightenments drew from the implementation of Ka Hikitia. This part firstly analyzed the real situation of quality of minority education in China, then experience and lessons of Ka Hikita, finally gave some beneficial experience to our minority education.
