Compulsory education is one of fundamental parts of national education development, and fairness is an important criteria for the development of compulsory education. So far, China has achieved the goal of the full coverage of nine-year compulsory in both urban and rural areas. However, there are still some areas of where the educational process and educational outcomes are lack of fairness. Therefore, building a balanced development of urban and rural compulsory mechanisms to achieve equitable development is the primary task of education, which moreover, is an essential way to building a socialist harmonious society. In recent years, Shaanxi Province has made significant achievements in the equitable development of compulsory education, and the quality of education has also been improved significantly. However, due to the influence of historical factors, economic factors, institutional factors and etc., the educational unfairness between rural and urban, among different schools and regions, still remain unsolved in this province. These problems make civil right to enjoy education hard to be effectively protected.Rawls’ theory of justice, which core problem to be solved is how to reasonably allocate the public interest. Compulsory education is the basic social and public welfare of every citizen should be obtained. Therefore, according to Rawls’ theory of justice and fairness fit of compulsory education, this paper is built in Shaanxi Province compulsory evaluation fairness system in the theoretical framework of the principles of justice. And as a basis for analysis of the Shaanxi Province compulsory unfair problem, which specific performance is the right to education has not been effectively protected, unequal educational opportunities, allocation of public interest concerns at least without first beneficiaries, as well as the educational process is not adequate compensation and other issues. Aiming at these problems exist because of the perspective view of the principles of justice, the above problems are mainly embodied in these areas:the negative impact of urban-rural dual structure, and compulsory financial management system is imperfect. The law is not perfect, and educational resources configuration is not balanced and the value of deviation compulsory education policy. To two principles of justice as core values of fair education, I propose to solve the problem of the province compulsory unfair suggestions. The main recommendations are changes in rural development of the dual structure, improving the management of funds for compulsory education system, strengthening legislation to protect the rational allocation of educational resources, and attention to vulnerable groups, such as the right to education, In short, according to the requirements of the Rawls’ principle of justice, the state should be the outcome of social and economic development to benefit all the people, so that every citizen enjoys equal opportunities in the school simultaneously, to enjoy the same quality of education and other resources. The government should compensate for disadvantaged students differentially who ultimately achieve equitable development of compulsory education.
