| To promote the popularization of professional social work services, Ministry of Civil Affairs in recent years carried out a number of social workers to provide professional services to dispatch led project activities, the basic approach is accredited professional social workers stationed in welfare institutions. However, we found that these workers are difficult to play their professional role in practice, thus affecting the achievement of project objectives. So, social service project to explore the factors affecting achievement of objectives has important significance for social workers to play professional competence in social work and the smooth development of great significance.This study used qualitative research methods to Ministry of Civil Affairs," three areas" social service project as a case of Gansu Province, a social service organization accredited to various cities and counties in Gansu province’s seven social welfare agencies and a supervisory professional work in the project conduct an evaluation study found that these workers during the execution of the project is not able to successfully carry out the work of a professional identity, causing difficulties to carry out the project or a mere formality. The reason why the project is difficult to play professional social worker role in the organization, the project is due to social background of the project is stationed mechanism temporary identity, ambiguity leads to social welfare agencies and their clients as well as on the role of the social worker’s status is unclear caused.Conclusions of this study are:unclear roles of this case in view of the project resulting in the work of social workers, social workers and the impact of the project itself, social agencies, welfare agencies and service objects generated Role unclear, in future work, not only enhance their own social expertise and capabilities, but also social institutions clear and effective training and supervision, government and society need to update the concept of universal social work related content, social work a more clear positioning. |
