In the context of the development of occupation education and the creation ofnational exemplary secondary vocational schools in China, how to improve theschool operational quality, is the current hot issue of exemplary school establishmentwork. In the process of the national exemplary school establishment, persisting inreform and innovation, establishing a new educational philosophy, adhering to theconnotation development and extraordinary cultural foundation of school, as well asgiving full play to the leading role is the key of the establishment of nationalexemplary schools. In recent years, with the development of exemplary schools, thedevelopment of teaching staff, professional and curriculum, as well as the campusculture in secondary vocational schools in our country has been improvedconsiderably. However, due to the lack of scientific operational philosophy, there aremany phenomena that the development of quite a number of schools has beenhindered. To address the problem under such background, this study systematicallyinvestigates the operational philosophy of vocational schools. With the literaturereview method, real survey method and comparative method, from the view ofelements of exemplary schools, the idea that the operational philosophy is the keyissue in exemplary school establishment is proposed, so as to identify the key pointsof exemplary school establishment work.The remainder of this paper is organized as follows. The background of this studyis first described, the research significance, the present research state and innovation,and corresponding concepts are presented; following that, the elements of exemplaryschool establishment was investigated, and the key issue-headmasters’ operationalphilosophy is further proposed; then, the principle and theoretical basis for theformation of headmasters’ operational philosophy are presented; moreover, thepractice of formation of headmasters’ operational philosophy is analyzed, and basedon the regret of the lack of headmasters’ operational philosophy, the function ofoperational philosophy is investigated through several typical successful instances.At the end, the ways of promoting headmasters’operational philosophy in exemplary vocational schools are investigated.This study aims to provide the practical strategies for promoting headmasters’operational philosophy in exemplary secondary vocational schools, so as to identifythe key issue in the exemplary school establishment work, point out the operationaldirection, and make our efforts to fulfill the great-leap-forward development ofexemplary school establishment.
