The socialist core values are summarized from national, social and individual levels inthe report on the18th National Congress of the Communist Party of China. The aim ofrequirements of the individual level is to cultivate noble citizens who are righteousness,positive and brave enough to take responsibilities. The sense of responsibility is not only thecore of moral requirement, but also part of the fine traditional Chinese culture. Every citizenis obligated to take responsibilities. The degree of junior middle school students’ sense ofresponsibility, who are the major strength in the future, will influence the course of buildingsocialist harmonious society and socialist modernization. Therefore, nowadays moraleducation and reform of curriculum in schools have made the "sense of responsibility" the keydirection of education. The Ministry of Education made the training goal clear in The Outlineof Reform of Basic Educational Courses (Trail) that through the curriculum students shouldgradually form correct outlook on the world, on one’s life, on value, cultivate sense of socialresponsibility and strive hard to serve the people. Students should strengthen their sense ofresponsibility through various methods. They should learn to be responsible for themselves,for others and for society, so as to form their awareness of responsibility and character ofbeing responsible for others so that students will think and act in accordance with socialnorms. However, for a long time under the influence of examination-oriented education,schools are mostly concerned about the intellectual education, and paid less attention to thecultivation of students’ moral cognition, emotional will; Coupled with other factors such asfamily, society, etc., the overall situation of current middle school students’ sense ofresponsibility is worrying.The common loss of responsibility in the real world makes us feel more urgent tostrengthen “education on taking responsibilities”. To change this situation, this paper attemptsto start from the moral education course which shoulders great importance of moral educationand, on the basis of knowing the current situation of junior middle students’ sense ofresponsibility, make an in-depth analysis of the reasons and focus on the strategies to nurturestudents’ sense of civic responsibility in moral education lessons. This thesis is divided intofour parts:The first part discusses the basic understanding of sense of citizenship and civicresponsibilities. First this thesis introduces the meaning of citizenship, makes detailedanalysis from several respects, namely national awareness, legal awareness, responsibility awareness and civic awareness, and points out that the sense of responsibility should beplaced in the core position among civic responsibilities. Secondly, this thesis interpret thesense of civic responsibilities, and, on further understanding of the sense of responsibility,points out the further meaning of civic responsibility. Besides, the contents of civicresponsibilities for junior middle school students are refined from the respects of sense ofresponsibility junior middle school students should have for themselves, others, collective,and sense of responsibility for society, our country and the ecological environment.The second part describes the urgency and feasibility of civic responsibility in theideological and moral education lessons. Increasing students’ awareness of civicresponsibilities is not only the urgent need to push forward the reform of curriculum steadily,but also the need to cultivate all-round developed modern man under the influence of diversesocial values, and also the need to speed up the construction of socialist harmonious society.According to the characteristics of ideological and moral education lessons, teaching contentsand law generation in the teaching process, this thesis puts forward the feasibility of educatingsense of civic responsibilities in ideological and moral education classes.The third part focuses on analyzing the current situation of citizen’s sense ofresponsibility among junior high school students, and based on this discusses the reasons fromthe perspective of ideological and moral education. According to the survey data, at present,the junior high school students have a strong sense of responsibility for their own, but forothers, the collective, and the family, they are less proactive; and their consciousness stillneeds to be improved for the society, the country, and the ecological environment. One reasonis that the content of school education in sense of responsibility is not comprehensive, and itsmethod is ineffective. The other reason lies in weak sense of responsibility among someteachers, coupled with the overall low cognition of students. In addition, though the schoolenvironment, social atmosphere and family are not directly involved in the moral classes, theydo play a leavening role in influencing students’ sense of responsibility, therefore, they shouldnot be ignored.The fourth part proposes some countermeasures about how to enhance the students’awareness of civic responsibility through the moral classes. It contains the content andmethod of responsibility education, teachers’ responsibility literacy and students’ selfeducation. Firstly, excavate curriculum resources through moral classes, outdoor classes,campus, society, and family, and carry out the education of civic responsibility as far aspossible with any available teaching resources. Secondly, strengthen responsibility educationon the ideology and morality courses, mainly through the effective combination of model demonstration, role experience, and practice and training, thus achieving the best education inresponsibility consciousness. Thirdly, an improvement in education concept, knowledge andquality of responsibility among moral classes’ teachers is conducive to the formation of theirsense of responsibility, to which they should pay attention. Finally, in order to improvestudents’ awareness of civic responsibility, not only their dominant position should be paidattention to for the inspiration, but their emotional sublimation should not be neglected.Respect the formation and development of their ideology and morality, so as to promote theirawareness of civic responsibility. Besides, in order to consolidate students’ sense of civicresponsibility, their self responsibility education is also need to be strengthened.
