The balanced development of urban and rural education is the important embodiment of the view of urban and rural overall development in education. It also is the strategic requirement to build a moderate prosperous society in all respects. Although the national education policies tend to take a series of educational initiatives in rural areas, all regions are exploring to promote strategies of the balanced development of urban and rural basic education, the huge gap between urban and rural education is still grim especially in the soft power. The problem of balanced development of urban and rural basic education has not been fundamentally resolved.《National medium and long-term educational reform and development plan(2010-2020)》 clearly indicates that "to accelerate the narrowing gap between urban and rural areas, to establish the urban and rural compulsory educational development mechanism; to take the lead in accomplishing the balanced development of urban and rural education in the county (district), and gradually push forward on a larger scale". Clearly, it is a trend that the county to promote the balanced development of urban and rural basic education is elevated to promote Prefecture-level cities. Some developed prefecture-level cities actively try to promote the balanced development of urban and rural basic education, form some typical pattern. But these patterns play a limited role and promote in the limited scope, it is difficult to improve the overall level of rural teachers, it also is impossible to solve the imbalance problem in urban and rural education of the prefecture-level city. So the paper mainly analyzes the mode of interactive development alliance of urban and rural education from the theoretical and practical aspects.The mode of interactive development alliance of urban and rural education, the mode of interactive alliance for short, is a way of county-county alliance and trans-regional school pairing under the leadership of the municipal education administrative departments, Which is based on the similar characteristics of city’s economic spheres and high-quality schools’ distribution and improves the quality of basic education and the balanced development of urban and rural education through grasping the development of basic education in Prefecture-level city. The mode is a mode of comprehensive city-domain equalization, different cooperation and connotative development, which expand the high-quality educational resources in the Union counties; is a mode of the bidirectional interaction in the cadres, teachers and students so that high-quality educational resources will be shared from school and county to interscholastic, inter-county and prefecture-level city. The mode is effectively implemented in Chengdu, which provides a reference for the same region, the province and the national to promote the balanced development of urban and rural education. It provides the valuable advices for the implementation of urban and rural education interactive development alliance pattern in the other prefecture-level cities.
